Due to the war in Ukraine, the following people can receive temporary protection in Germany for an initial period of two years:

1. Ukrainian citizens who were residing in Ukraine before February 24, 2022 and their immediate family members;

2. Stateless persons and third country nationals other than Ukrainian citizens who had an international or equivalent national protection status in Ukraine before February 24, 2022, and their immediate family members;

3. Stateless persons and third country nationals other than Ukrainian citizens who can prove that they were legally residing in Ukraine before February 24, 2022 on the basis of a valid permanent residence permit issued under Ukrainian law and who are unable to return safely and permanently to their country or region of origin; and

4. Third-country nationals other than Ukrainian citizens who can prove that they were in Ukraine lawfully and not only for a short-term stay on February 24, 2022 and who cannot safely and permanently return to their country or region of origin.

The residence permit for temporary protection can be applied for after entering Germany at the immigration office at the place of residence or abode.

Visa to enter Germany

Persons who were in Ukraine on February 24th, 2022 can currently enter Germany and stay in Germany without a visa.

Ukrainian nationals with a biometric passport can enter Germany without a visa. However, Ukrainian nationals without a biometric passport can currently enter and stay in Germany without a visa as well. This also applies if you were temporarily not in Ukraine on February 24th, 2022, but had your place of residence or abode in Ukraine on February 24th, 2022. The same applies to refugees within the meaning of the Geneva Refugee Convention recognized in Ukraine and to persons who have another international or equivalent national protection status in Ukraine.

Third-country nationals who were in Ukraine on February 24, 2022 can currently enter Germany and stay in Germany without a visa.

This regulation is valid until May 23, 2022.

Third-country nationals who are resident in Ukraine on the basis of a Ukrainian residence permit and whose family members have Ukrainian citizenship but were not in Ukraine on February 24th, 2022 are recommended to contact the visa section in individual cases.

Persons from Ukraine who are seeking protection can find information on the central platform www.germany4ukraine.de. It will soon also be possible to initiate the procedure to receive a residence permit granting temporary protection in Germany via this platform.

As a result of the war in Ukraine, the following persons may receive temporary protection in Germany for an initial period of two years:

2. Stateless persons and non-Ukrainian nationals with international or equivalent national protection in Ukraine prior to 24 February 2022, and their immediate family members;

3. Stateless persons and non-Ukrainian nationals who can prove that they were legally resident in Ukraine prior to 24 February 2022 on the basis of a valid unrestricted residence permit issued under Ukrainian law and who are not in a position to return safely and permanently to their country or region of origin; and

4. Non-Ukrainian nationals, if they can prove that they were legally resident in and not just temporarily visiting Ukraine on 24 February 2022 and who are not in a position to return safely and permanently to their country or region of origin.

Visa for entering Germany for persons from Ukraine seeking protection

Persons who were in Ukraine on 24 February 2022 can currently enter Germany and stay in Germany without a visa.

Ukrainian nationals holding a biometric passport can enter Germany without a visa. However, Ukrainian nationals who do not have a biometric passport can also enter Germany and stay there without a visa at present. This also applies if they were temporarily not in Ukraine on 24 February 2022 but had their place of residence there or were habitually resident there on 24 February 2022. The same applies to persons recognised as refugees in Ukraine under the Geneva Convention relating to the Status of Refugees and to those who enjoy international or equivalent national protection in Ukraine.

Nationals of third countries who were in Ukraine on 24 February 2022 can also currently enter Germany and stay in Germany without a visa.

This regulation will initially be in force until 31 August 2022.

Third-country nationals who are resident in Ukraine on the basis of a Ukrainian residence permit and whose family members are Ukrainian nationals, but who were not in Ukraine on 24 February 2022, are advised to contact the visa office.

4. громадяни інших країн, якщо вони можуть довести, що станом на 24.02.2022 року вони перебували в Україні на легальних засадах і не лише з метою короткостроково перебування, та які не можуть безпечно й на постійній основі повернутися до країни чи регіону свого походження.

Візи для в’їзду до Німеччини для біженців з України

Особи, які станом на 24.02.2022 року перебували в Україні, можуть зараз в’їжджати до Німеччини без візи і перебувати в Німеччині.

Громадяни України з біометричним паспортом мають можливість безвізового в’їзду до Німеччини. Зараз право на безвізовий в’їзд до Німеччини і перебування там мають також громадяни України без біометричного паспорту. Це поширюється також на ті випадки, коли вони 24.02.2022 року тимчасово знаходилися за межами України, але станом на 24.02.2022 року мали місце постійного проживання або переважно перебували на території України. Це стосується також біженців, визнаних в Україні в рамках Женевської Конвенції про статус біженців, а також осіб, які знаходяться в Україні під міжнародним або еквівалентним національним захистом.

Громадяни третіх країн, які перебували в Україні станом на 24.02.2022 року, також мають наразі можливість в’їжджати до Німеччини і знаходитися там без візи.

Ці положення мають поки що чинність до 31.08.2022 року.

Громадянам третіх країн, які постійно проживають в Україні на підставі української посвідки про право перебування, а також членам їхніх родин з громадянством України, які станом на 24.02.2022 перебували за межами України, рекомендується звертатися до візового відділу індивідуально.
